U.S. Army Contracting Command-Detroit Arsenal Responsible for Contracting (PARC)
Mr. Dan Gallagher is the Executive Director and Principal Assistant Responsible for Contracting (PARC) of the Army Contracting Command- Detroit Arsenal (ACC-DTA), and serves as the United States Army Tank Automotive and Armaments Command (TACOM) senior civilian procurement authority. In this capacity, he advises the TACOM Commanding General on the total acquisition process, to include policy development, compliance and review, contract pricing, contract management, and associated support.
ACC-DTA ensures warfighting readiness for the Soldier by providing contracting and acquisition support for combat and tactical vehicle systems, deployment and Soldier support equipment, and armaments. Mr. Gallagher directs more than 600 civilian and military personnel located at seven geographic sites. Annually, ACCWRN executes over 20,300 contracting actions totaling $9.9 billion in obligations. Mr. Gallagher is responsible for contracting offices located at: Anniston Army Depot, AL; Red River Army Depot, TX; Sierra Army Depot, CA; Watervliet Arsenal, NY; Intelligence and Security Command, Fort Belvoir, VA; National Ground Intelligence Center, Charlottesville, VA; and ACC-DTA, Detroit Arsenal, MI.
Prior to becoming the ACC-DTA Executive Director, Mr. Gallagher served as the Deputy Director, Contracting Operations, United States Army Contracting Command (ACC). In this capacity Mr. Gallagher provided oversight and guidance on contracting support requirements to ACC subordinate units and the ACC workforce.
Mr. Gallagher is a retired Army Colonel who began his military career when he was commissioned in 1982, following graduation from California University of Pennsylvania as an ROTC Distinguished Military Graduate. His military education includes the Ordnance Officer Basic and Advanced Courses, Combined Arms Service Staff School, Training with Industry at General Dynamics in Pomona, CA, the U.S. Army Command and General Staff College, and the U.S. Army War College.
Mr. Gallagher has served in numerous Army command and staff positions during his career. His previous assignments include Deputy to the Commanding General, Expeditionary Contracting Command (ECC), the ECC Contracting Operations Director, the ECC Chief of Staff at Fort Belvoir, VA., the Commander of Defense Contract Management Agency (DCMA) Huntsville, AL and deployment to Iraq in support of Operation Iraqi Freedom, working in the Pentagon as the DCMA Liaison Officer to the Joint Staff and Executive Officer for the Deputy Assistant Secretary of the Army for Systems Management Office, Commander of DCMA Central Pennsylvania, Executive Officer for the Deputy Assistant Secretary of the Army (Procurement), Warranted Contracting Officer and Centralized Contracting Division Chief for the U.S. Army Contracting Command Europe, Wiesbaden, Germany, the Joint Contracting Center Chief for Croatia during Operation Joint Endeavor, New Equipment Fielding Officer for Program Manager Heavy Combat Wheeled Vehicles at the Tank Automotive Command, Detroit Arsenal, MI, and deployments to Somalia for Operation Restore Hope and to Southwest Asia for Operation Desert Storm. From 1982 to 1989, Mr. Gallagher served in a wide variety of operational command, leadership, and staff assignments in the 82nd Airborne Division at Fort Bragg, NC and the 1st Armored Division in Germany.
His civilian decorations include the Superior Civilian Service Award and Commanders Award for Civilian Service. His military decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Parachutist Badge, Air Assault Badge, and the Department of the Army Staff Badge
